China Adjusts Export Controls on Dredger Components: What Foreign Founders Need to Know
China's Ministry of Commerce and General Administration of Customs Announcement No. 51 of 2026 optimizes export control measures for dredger-related items, effective November 18, 2026. Foreign founders involved in exporting or trading these items must understand licensing and customs declaration requirements.
China Adjusts Export Controls on Dredger Components
On October 19, 2026, China's Ministry of Commerce (MOFCOM) and the General Administration of Customs issued Announcement No. 51 of 2026, announcing the optimization and adjustment of export control measures for certain dredger-related items. The announcement, approved by the State Council, is based on the Export Control Law, the Foreign Trade Law, the Customs Law, and the Regulations on Export Control of Dual-Use Items. It takes effect on November 18, 2026, and the Dual-Use Items Export Control List will be updated accordingly.
For foreign founders operating or registering a company in China that engages in the export, manufacture, or trade of dredging equipment or components, this update introduces specific compliance obligations. Understanding which items are controlled and how to declare them correctly is essential to avoid customs delays or penalties.
Which Items Are Now Subject to Export Control?
The announcement targets three categories of dredger-related items, each with defined technical parameters. Exporters must obtain a license from MOFCOM's export control department before shipping any of these items outside China.
1. Dredger Slurry Pumps and Key Components (8A901.f.1)
Complete pumps (8A901.f.1.a): Dredger slurry pumps that meet both of the following criteria are controlled:
- Suction opening inner diameter of 0.55 meters or more; and
- Maximum pump speed of 400 rpm (r/min) or less.
Reference customs commodity codes: 8413709120, 8413709980.
Key components (8A901.f.1.b): Parts specially designed for the pumps above are also controlled:
- Pump casings (including inner and outer casings) with an inner casing diameter of 1.3 meters or more (reference code: 8413910010);
- Impellers with a diameter of 1.3 meters or more (reference code: 8413910010).
Technical definitions provided in the announcement:
- “Suction opening” refers to the inlet through which fluid or medium enters the pump during operation.
- “Pump casing inner diameter” means the inner bore diameter of the casing.
- “Impeller diameter” means the outer diameter of the impeller blade wall.
2. Dredger Dragheads (8A901.f.2)
Dragheads used on trailing suction hopper dredgers with a suction pipe diameter of 0.55 meters or more are controlled. Reference customs commodity code: 8479109010.
Technical note: “Suction pipe diameter” refers to the inner bore diameter of the draghead discharge outlet.
3. Dredger Cutters (8A901.f.3)
Cutters used on cutter suction dredgers with a cutter ring outer diameter of 2.1 meters or more are controlled. Reference customs commodity code: 8479109010.
Technical note: “Cutter ring outer diameter” means the outer diameter of the cutter head base.
Licensing and Customs Declaration Requirements
Exporters of any controlled item must apply to MOFCOM's export control department for a license in accordance with the Export Control Law and the Regulations on Export Control of Dual-Use Items. The license must be obtained before export.
When completing customs declarations, exporters are responsible for the accuracy of the declared goods. They must carefully identify whether their items fall under export control. The announcement specifies the following declaration rules:
- For items that are controlled, the remarks column of the customs declaration form must state “属于两用物项” (dual-use item) and include the relevant dual-use export control code.
- For items that are not controlled but whose parameters, specifications, or performance are close to the controlled thresholds, the remarks column must state “不属于管制物项” (not a controlled item) and provide the specific parameters and specifications.
If customs has doubts about the completeness, accuracy, or authenticity of the declared information, it will raise a query in accordance with the law. During the query period, the export goods will not be released.
Practical Implications for Foreign Founders
If your China-based company exports dredging equipment or components, or if you are considering establishing a company for this purpose, you should take the following steps:
- Review your product portfolio: Check whether any pumps, casings, impellers, dragheads, or cutters meet the technical thresholds. Pay attention to the defined measurements and reference customs codes.
- Apply for licenses early: For controlled items, submit a license application to MOFCOM before finalizing export contracts or shipments. Delays can affect delivery schedules.
- Train your customs team: Ensure that declaration staff understand the new requirements and correctly fill in the remarks column with either the dual-use code or the specific parameters for near-threshold items.
- Maintain documentation: Keep technical specifications and measurement records to support your declarations, especially for items that are not controlled but close to the thresholds.
The announcement reflects China's ongoing effort to refine its export control regime for dual-use items. For foreign founders, compliance is not only a legal obligation but also a factor in smooth customs clearance and business continuity.
